I just bought the kindle version of Karen Collin’s book From Pac-Man to Pop Music: Interactive Audio in Games and New Media (2nd edition). I stumbled over the book years ago when I googled my netlabel 20kbps which gets briefly mentioned in it. It says:

The noisier chip music, often released on low bit-rate Internet labels such as North American Hardcore or 20kbps Rec, has some common ground with the Protracker hardcore music in the 1990s.

I’m looking forward to read the whole book, but I first need to finish Simon Reynolds’ Energy Flash: A Journey Through Rave Music and Dance Culture.
